Air Services

All airlines wishing to operate scheduled and non-scheduled services must go through an application process that allows the authority to assess an applicant’s legal, financial and technical abilities to offer safe, reliable air services into and out of Barbados.

 

Scheduled Air Services

One of the concerns the authority has, is passenger and aircraft safety and towards this end, all carriers seeking to operate scheduled services into Barbados are asked to provide copies of a range of technical documents as outlined in Form ADM-047 application for Foreign Operations Specification. This form will be forwarded by Secretary.

Upon receipt of the Form ADM-047 and all required technical documentation the package will be forwarded, by the Secretary to the Director of Civil Aviation for his consideration. These documents include the carrier’s:

  • Air Operator’s Certificate;
  • Certificate of Air Worthiness;
  • Certificate of Registration;
  • Insurance Certificate; and
  • Radio Station Licence.

Form ADM-047 must be accompanied by the fee of BDS$200.00.

  • Where there is an Air Services Agreement in place, the following procedures are required:
    • Analysis of application;
    • Consultation process;
    • Determination of the carrier’s application.

    Time period – 3-8 weeks

     

  • Where there is no Air Services Agreement in place the following procedures are required:
    • Analysis of application;
    • Advertisement of application;
    • Holding of Enquiry (if necessary);
    • Consultation process;
    • Determination of the carrier’s application.

    Time period – 12 weeks (maximum)

    The time period required to process an application will however vary from applicant to applicant depending on the proposed routing and type of services to be offered and the adequacy or otherwise of the information provided by the applicant.

Non-Scheduled Air Services (Charters)

Documents Required for the Application of a Non-Scheduled Permit

  • The Non-Scheduled Application Form
  • The Air Operator Certificate
  • The Certificate of Insurance
  • Certificate of Registration
  • Certificate of Airworthiness
  • The Charter Agreement (where applicable)
  • Noise Certificate
  • Radio Licence 
  • Scheduled Operating Flight Crew Licences and Medicals
  • Airworthiness Review Certificate (if applicable)

How long does the process take?

According to the Civil Aviation (Licensing of Air Services) Regulations 2007, the application must be submitted at least fifteen (15) days before the date on which the service is intended to be operated and in the case of an adhoc service, seventy-two (72) hours before the operation of the service.

Provided that the application and technical documents are in order, the Permit could be granted within three to five business days.

Permit Cost

    • BDS $1,650.00 for after three months up to one year.
    • BDS $650.00 for one day up to three months.
