WHO WE ARE

The Barbados Civil Aviation Authority [The Authority]

The Authority is a Body Corporate, established by statue [The Civil Aviation Act 2022-19] as an independent Aviation Safety Regulator on June 1 202.  This date marks an historic moment as the Civil Aviation Department (CAD) transitioned to the Authority, introducing major functions such as Safety/Security Regulatory Oversight, Air Transport Management/ Economics and Corporate Governance.

The Flight Safety Department is tasked with the responsibility for the certification of Air Operators Certificate (AOC), Aircraft Maintenance Organizations (AMO), Aviation Training Organizations (ATO) to ensure compliance with relevant local and international procedures. The department is staffed with a team of inspectors to facilitate the
required specialties or type of certification undertaken. 

The Air Transport Management Department determines applications for licences or amendments to licences to operate scheduled air services into or out of Barbados.  Other functions assigned to this Unit include statistical reporting, environmental standards, economic oversight of air operators, ANSPs and the airport.

The Authority is headed by a Director General and governed by a government appointed Board

 

The Legal Framework

  • Civil Aviation Act 2022-19

The Act vests in the BCAA, through the Minister, the Board and the office of the Director General, the responsibility for providing safety and security oversight, as well as safety-related services, including the registration of aircraft, the issuance, renewal and cancellation of aviation documents such as certificates and personnel licences, the certification and oversight of the airport, air operators, aviation training organizations, aircraft maintenance organizations, air navigation service providers, and other aviation service providers.

Since the enactment of the Civil Aviation Act 2022-19, the Authority has focused on a comprehensive organisational review to bring about management efficiency.  The object is to elevate its performance and to bring alive the vision of positioning amongst the top civil aviation authorities across the globe.

The Establishment and Management of an efficient Civil Aviation Authority and its operation is central to our success.
